Twin Cities,Minnesota (United States):
KMSP-TV Channel 9, the Twin Cities' Fox station affiliate, commissioned the airborne billboard -- with the phrase "Enough is enough!" on one side and "Had it up to here?" on the other -- to advertise its new 5 p.m. newscast, which will debut on Monday.

Star Tribune and Pioneer Press, have tried to figure out who in town is behind the gimmick. There's also been much speculation on blogs such as www.mnspeak.com and www.mnpr.blogspot.com.
"It's unusual enough that people will talk about it," Rueppel said. "It created buzz and a lot of curiously in a big way."
The newscast will be anchored by Robyne Robinson and Jeff Passolt of the station's 9 p.m. newscast.
The decision stems partly from the station's success in the 9 p.m. timeslot, which it will keep. Fox's 5 to 6 p.m. newscast will compete with programs by WCCO-TV Channel 4, KSTP-TV Channel 5 and KARE-TV Channel 11.
The slogans, "Enough is enough!" and "Had it up to here?" are meant to tell TV news viewers in the Twin Cities that they now have a new choice.
"It mirrors the frustration people have when they watch the news and get the same old answer," Rueppel said.
Fox's 5 p.m. newscast is designed to be more locally focused, more hard hitting and therefore, unique, Rueppel said.
